painting advice needed

need advice on the best way to paint my bumper (i only have today to do it....)

i have flatted down the existing paint, i was going to then do the following;

spray the met red (roanne red) base coat - give it a gentle heat with a hair dryer

then give it a coat of clear lacquer (and again give it a wee heat)

is this ok?

should i flat down the met red base coat before the laquer?
