I have spent WEEKS looking for the NZ legal requirements for number plates. If you look at recent pics of my car, you will notice that at the time of this post, my licence plate is in the windscreen. I am aware that this may have some legal implications. so the following information is I believe the relevant NZ law for this. (they dont make it easy to find eithier!)

Note: there are bits missing from this that I don't think are really relevant but if you have any queries, give me a shout

Plate construction:

2. Form of registration plates (other than personalised registration
plates or trade plates)---(1) This clause applies to a registration
plate other than a personalised registration plate or trade plate.

(2) The distinguishing marks on a registration plate shall be---
(a) Embossed, and coloured aluminium on a black background; or
(b) Embossed, and coloured black against a reflective background
consisting of white retro-reflective sheeting,---

and the base material of a registration plate shall be aluminium.

3. Form of personalised registration plates---(1) The distinguishing
marks on a personalised registration plate shall be embossed, and
coloured black or red or blue, as the case may be, against a reflective
background consisting of white retro-reflective sheeting.

(2) Any subsidiary characters, messages, symbols, or slogans that have
been approved by the Registrar for display on a personalised
registration plate under section 9E (2) (a) of the Transport (Vehicle
and Driver Registration and Licensing) Act 1986, may be of any colour.

(3) The base material of a personalised registration plate shall be
aluminium.

Plate positioning:

6. Affixing of registration plates (other than trade
plates)---Registration plates issued for a motor vehicle shall be
displayed as follows:
(a) In the case of a motor vehicle other than a motor vehicle of any
of the kinds specified in paragraph (b) of this clause, one
plate shall be displayed on the front of the vehicle and one
plate shall be displayed on the rear of the vehicle, and both
plates shall be in an upright position and so displayed that
every letter, figure, and distinguishing mark on the plate is
easily visible:
(b) In the case of any motor cycle, moped, tractor, or trailer, one
plate shall be displayed on the rear of the vehicle in an
upright position and so displayed that every letter, figure, and
distinguishing mark on the plate is easily visible.

This leaves intepretation on the following points:
a) what constitutes "on the front of the vehicle"?
b) What degree of angle is considered an "upright" position
