Would I be able to fit 18 x 8 with a 45 offset to a pre facelift VR4 saloon?

With that sort of offset you would be very close to hitting the rear suspension brace, in fact I would be very surprised if you didn't hit it. You would probably be better with a 38 offset, or be prepared to buy spacers to get the tyre and mags sticking further out from the car.

Where could I get a set of spacers that could solve this? Would it be better to have full spacers than just shims?

I'm running +42 with a 19x8 wheel and I clear fine and dont rub. +45 might be pushing it. I hate spacers in general as they tend to cause vibrations. If you do need to get them, get the thinnest one you can get away with. Maybe a 5mm H&R spacer.
