I thought this was a non adjustable item. I could be wrong. Why do you need to move it??
it thought all newer mitsis (88+) automatic adjusting hydralic tensioners

The timing belt tensioner is pre-loaded with only 3nm of torque during installation. You need the special tool to properly rotate it, and you'll need a dial-indicating torque gauge so you can accurately measure 3nm on it.
However, as the others have said, this is just a 'default' value used when changing your timing belt, and once you've pre-set it, the hydraulic tensioner arm then takes care of keeping the tension correct during the belt's life. That is to say, you can't 'dial in' more tension manually.
