Fuel tank leak

My VR4 has developed a petrol leak from the tank. I looked at the past recall sevice history in Japan (from the links on this site) and Recall 646 for the fuel tank was done in August 2000. My local garage had a look and it seems to be coming from that area again. There is absolutely no corrosion under the car or tank. Has anybody any ideas or past experience? Could the recall work have failed again?

For future reference the problem was found to be the fuel tank sender unit seal.
