Why are they blaming the english? Surely their copper should be the one getting cr@p, what has this got to do with nationality? Im sure a Kiwi has never done this....

My thought was that the tourist may have been on a UK licence. Does a NZ cop have the authority to confiscate a UK licence? It's well known that driving in the USA on a foreign licence (US: license) gets you off some offences as the paperwork is too hard for the cop and not worth the hassle.
