How long should it take on my 2.4 GDI? Under 2 hours (by a non Mitsi garage)?

Hopefully 13 litres should be enough?

Is a filter needed? If so, does anyone know the part no. (registered 1/6/2000)?

13 litres to be on the safe side, give Don a ring at amsoil for the filter

Filter part number is MD752072. Same one as the VR4
