High beam stuck on

I hope this is simple, when i turn my lights on they are stuck on highbeam i have no dipped beam at all. With the lights not on i can still flash the highbeams but when i move it to where dipped beam should be its on highbeam. Help please

The stalk is in the same position for both high beam and dipped beam. To change, you need to pull the stalk until it clicks and then release. It goes back to original position but switches between low and high beam.
