do all 97 VR4's galants originally come with a pod filter ??

If you mean a HKS or K&N air induction. Don't think so. Except the 500 edition Super VR-4

how much does it cost to get a HKS pod filter system and installed?, does having one change the sound of the car?

I had mine on at purchase. Cost would be minor under $300, I would guess. As for sound, I would not think so. Most of the dB comes from the exhaust which would override any other sounds.
