It basically means that the class is for 11.00 seconds or slower cars and the format is heads up, ie start at the same time.

It also means that is you go under the 11.00 ie 10.99 you are automatically disqualified.

Means that no 10 sec cars can run in that class...

For even a mildly modded VR4 DYO is a better class, and more challenging. :)
