Uploading PDFs

I'm trying to upload PDF files, but it says my limit is 19.5K :(

I've just scanned in a 2 page A4 press release and the filesize is 700k. Many of my other publications are considerably bigger and use more complex page layouts, so could the limit be adjusted, please?
