Not sure if every single radar set will be removed from every single patrol car, but it certainly sounds like that may be happening - 400 units removed is quite a lot. I expect they'll be using speed cameras a lot more now.
Personally I wouldn't take the Southland Times word as gospel /haz

The report says the whole country, not just Southland, so if true, Ryan doesn't have to move.

Removing radars... replacing with laser based systems....possibly?
It's a more accurate system, based off aircraft radar and can track more than a few cars at a time, in real time.
It runs at a higher band than any of the radar detectors on the market can currently reach, so they won't need to ban them like they were going to.
