Coilover sleeve kits

Just saw these while browsing TradeMe... what is the deal with these exactly?

Seems to be a kit to make your standard shocks into coilovers, but I have to admit it sounds/looks a bit dodgy? And would they need a cert?

Pretty much that Dan, I have heard they can be a bit rough riding as well(depending on how its done). Yes you will need a cert as they are height adjustable...
