The ​Joint Border Management System (JBMS) will be a set of modern, integrated information technology products that Customs and MPI will use jointly to manage risk at the border. It will allow border agencies to target risk more accurately and will therefore provide greater consistency and certainty in the end-to-end border clearance process for all goods.

JBMS will also ultimately provide a single channel for local and international traders and carriers to comply with New Zealand’s border requirements (Trade Single Window). Industry will benefit from streamlined processes and reduced complexity as well as a reduction in the time spent submitting information to border agencies and waiting for responses.
Cost recovery decision

Cabinet has agreed to the following fee increases to existing Customs transaction fees and noted the increase in the MPI biosecurity levy. Customs and MPI charge industry (and individuals) these fees for the processing of cargo reports and import and export clearances.

Following this decision an amendment to the Customs and Excise Regulations 1996 will be made to bring the Customs fee increases into effect. The increase in the Biosecurity levy is within the maximum levy rate of the Biosecurity (System Entry Levy) Order 2010 and therefore the increase has been set by the Director-General of MPI. Customs and MPI are intending to introduce the updated fees during 2013. We will advise full details of the timing in the New Year.

These fees are being increased to cover the cargo industry’s share of the costs of implementing the first stage of the Joint Border Management System.

The table below outlines the changes in fees that the Government has agreed to. These are in line with the proposed increases that were consulted with industry in June and July 2012, except for the export–related transaction fees. The approved fee increases for these are slightly lower than those consulted on due to an increase in the underlying transaction volumes on which they are calculated.

Customs and MPI are intending to introduce the updated fees during 2013. We will advise full details of the timing in the New Year.

*Importers whose goods are liable for duty and GST of NZ$60 or more pay both the MPI biosecurity levy and the Customs import entry transaction fee. The combined fee has increased from $38.07 (GST inclusive) to $46.89 (GST inclusive). The biosecurity levy and the import entry transaction fees are invoiced by Customs, which then passes on the biosecurity levy component to MPI.​

When Trade Single Window goes live, the inward cargo report fee will not be charged on separate international and domestic transshipment requests (ITR and DTR), or on the de-consolidator ICR lodgements unless write-offs are requested within it. This is because further analysis is needed to understand the relationship between these lodgements, the carrier ICR and the import declaration in terms of agency effort and costs.

Information is also needed to estimate the likely volumes of these transactions to inform the level of fee, if any. Any proposed fees for these messages (and other new messages, such as the advanced notice of arrival) would require further industry consultation. The impact of introducing new fees on the existing fees rates would also be taken into account.
