Bilstein B6 Shocks with Tanabe NF210 Springs

Hey guys, bought some Bilstein B6 Shocks with Tanabe NF210 Springs off trademe for $200 (used). Had them check the shocks before installing and found the two front ones are stuffed. Mag and Turbo and dealing with Bilstein and quoted $700 for a brand new pair made to fit a legnum VR4. Also they are charging around $400 to fit all four shocks, fit a front right suspension arm, do wheel alignment a balance the front two wheels. Am I getting ripped off?

the labour side of it sounds reasonable to me, wheels alingnment usually about 50-60 i think, so 350 for the rest sounds ok, although, if you can do it yourself, you should lol
