I have found a DE-CAT kit online that will fit my Galant V6 Sport
Going to remove the catalytic converter and fit the de-cat kit
Has anyone elso done this? Has it made a noticeable improvement in performance or improvement in MPG?

It should make a slight improvement to both of those, as the engine will have to do less work to push the exhaust gases out the back of the car.
