Manual Boost Control

My 98 vr4 type s is running factory 10psi, I installed a Bleed valve ( done correctly Im pretty Sure ) But when i open it the boost stays at 10psi, i want to be able to drop it to 7psi like on normal vr4s and then be able to run all the way up to 12. can someone please help me?

The only real way to diagnose issue like this is to take lots of pics of what you have done and post them up so we can see and make a judgement on if it is correct or not.
