Parallel setup, one turbo for each bank of the V6. They are indeed TD03 turbos. Generally, you can wind the boost up to 14-15psi before hitting fuel cut, although each car is slightly different and obviously different weather conditions can affect this too.
Even with raising the fuel cut limit, you can go higher with the boost (proper monitoring always recommended, such as AFR readings, etc.) although 17/18 psi doesn't result in much extra as the tiny turbos generate a lot more heat since they're well outside their efficiency band by then, and I would start to get concerned about the possibility of head lift too.

they are tiny.
