If you hover the cursor above it it says 'Go to last post'

It should say 'Go to second to last post'

They seem pretty random to me!!

When you hit the red arrow in the 'thread list' in whatever forum your viewing its supposed to take you to the last/most recent post.

They seem to move around every time you select [More]
