I have recently purchased a Legnum VR4 and need to get a service and a few things given some attention.

Can anyone recommend a specialist in the Norwich area of the UK?

Also, any tips on best places to source parts? In particular, I need a new front wheel arch and underside protector.

Don't know Norwich way - can't help! Mo is a good source of parts, as said. Click on the resources tab at the top of the screen, then Galant Spares.
