The overriding factor seems to be the evidence of Type Approval.
Whether you import from Ireland or elsewhere you have to demonstrate compliance with EU Type Approval or go through the ESVA process. The only way around it is if you are a registered importer of NEW vehicles and can prove to VOSA that you only import and register Type Approved Vehicles. Then and only then do you not have to provide evidence of Type Approval.
So....in theory if you get accepted into the scheme you could import a car and register it even if it wasn't type approved.
Disclaimer..... I am not suggesting any motor trader is actually falsly registering a vehicle under this scheme I am just pointing out a way that it *could* be registered without evidence of the aforementioned Type Approval.

REGISTRATION PROCEDURES FOR INDEPENDANT COMMERCIAL IMPORTERS OF NEW VEHICLES
If you are :
A commercial, independent importer of new, type approval compliant vehicles and
Registered for VAT and
Currently using the V55/4* system to register new vehicles.
you may be able to benefit from the streamlined arrangements which were introduced in 2001.
A new, secure first licensing and registration form - V55/2 - is available for authorised, VAT-registered, commercial traders. It offers distinct advantages over the V55/4 form in that it does not need to be supported by separate evidence of newness, compliance with type approval or Customs forms.
How can I join the scheme?
Import traders will need to be approved by the Vehicle Certification Agency before joining the V55/2 scheme.
Applicants are required to demonstrate that:
they have their own systems in place to show that only type-approval compliant vehicles are registered under the V55/2 scheme and that
they have facilities for securely storing Certificate's of Conformity so that they can be audited as required.
Approved traders will be held accountable for the use and security of V55/2 forms. They will also be responsible for submitting the completed V55/2 form to the DVLA Local Office on behalf of the customer.
My understanding is that you can get one into the country 'legally' if you were the owner in another country and bring it with you as a possession (you have to have owned it for a certain length of time for it to qualify as a possession).
Other than that we've got to make do with the 200 odd that were officially imported by Mitsubishi between 1999 - 2001.
Don't know how Keighley do it - but there is some debate about the quality of their cars anyway, which is why this one caught my eye - it could be mint condition and if it all work's out could be a fantastic opportunity for those wanting facelift VR4s.

They aren't recaros - just the standard seats in red and black. The UK cars never had that option, AFAIK. The steering wheel doesn't look original either.
