Is this the special tool that is used to set the cambelt tension on a VR-4 ?

I thought that that was just a hydraulic tensioner, (not a tool for fitting a cam belt), AS in it's part of the engine, which is run off the oil pressure and constantly tensions the belt while the engine is running? ?
