Super VR4's come with them already. You can get after market copies though. A place called aerotech in Christchurch makes the front parts (and the side parts I think) while a place up in Auckland makes the rear kit I believe.

Or you can try Mitsubishi! Or even a Japanese parts supplier in Japan that can get them direct from Mitsi Japan.

But based on prices quoted by Mitsi over here, and our current exchange rate, you're looking at NZ$3000+ for the rear bumper lip and the same for EACH side skirt. No prices obtained for the spoiler and front lip/splitters, but they would probably bring the total price to around $15,000+!! Food for thought!!
