Where is the User Bull**** Bin?

I started a thread a while ago before the CVR4 V2 upgrade which was made into a sticky, I think by Kitty's VR-4. It is for reporting suspected spam users etc that made it through - I cannot seem to find this threard or sticky and believe it was under this sub-forum or the bugs/issues one.

Also not quite sure why this stick governing the Minimum Requirements for Advertising a Car is in this sub-forum, perhaps it should be moved to the UK Cars / Parts for Sale?

Its in the bugs/issues forum,it wasn't sticky,but I stickied it again.

The for sale thread requirements is already in the UK for sale section,must be a double up,so I put it in the NZ cars for sale section.
