fast idle and loads of mist

for the past two weeks my car now idles at 1500rpm [before was 800-900rpm].
also it continually has white mist which i presume is unburnt fuel comming out the exhaust as if its stuck in cold start mode.
checked codes and all i get is 23 and 24 from abs light.
its not using abnormal amounts of fuel ,not burning oil or loosing coolant.
just this mist following me around no matter how long i drive it.

    any input appreciated

It's quite normal for the VR4 to do that in cold weather when idling and cold. It shouldn't be doing it after a good drive though.

If you aren't losing any fluids and there is no mayonnaise on the oil cap or the rad cap then I'm not sure what to suggest next. Have the coolant checked with a head gasket failure kit or get the emissions checked?

    Temperature sensor may have failed.

Less likely, but a vacuum leak?

That is normal especially on bigger exhausts / engines. It is the warm gases on a reletively cold exhaust and causing condensation to form. It's No.1 cause of exhausts rotting out from the inside.
