Have you got it plumbed in correctly is the first question! You need to bleed pressure from the red tipped pipe that attaches to the plastic elbow to the throttle body.
one of the best mbc you can get so it must be plummed wrong

Still no boost increase at all
The second picture is of one that can be plumbed into the car so you can control it from the drivers seat. The one you have isn't. It looks like your one will be plumbed incorrectly

you have it plumbed in wrong, swap the controller vacuum hose with the blue one and you're away laughing, well more like grinning like an idiot

Sure I have done something wrong
If your one is like the top one, you don't plumb it like the second one. It's just a simple "in and out"
So need to swap vac hose round like you said in and out
As I said, switch the controller vacuum hose with the blue hose and it will work.
Have you also disconnected the hoses to the boost control solenoid.
I know its recommended. You could also then bleed the air off your boost valve back into the low pressure intake side so you were not loosing air flow measured air.

I never disconnected the boost solenoid hose. Ran 15 - 17 psi no probs
